Property and Equipment Management System

Overview

The SMART | PEMS® Property and Equipment Management System is tracking billions of dollars in assets across many of the world's most sophisticated engineering and manufacturing facilities. PEMS supports government, customer, owned or leased assets and meets Federal requirements for Contractor Acquired Property (CAP) and Government Furnished Property (GFP) including FAR Parts 45 and 52 and DFARS 252.245-7005.

PEMS also serves as a Fleet Management Information System (FMIS) for federal motor vehicle and equipment fleets, supporting 41 CFR Part 102-34 stewardship requirements, Asset-Level Data (ALD) capture for FAST (Federal Automotive Statistical Tool) reporting, and Vehicle Allocation Methodology (VAM) documentation. The same data model that tracks billions of dollars of CAP, GFP, and contractor-owned assets natively handles vehicles, vessels, ground support equipment, and other motorized fleets — by VIN, fuel type, mileage, energy/fuel consumption, and operating cost — across GSA-leased, commercially-leased, and agency-owned categories.

PEMS® includes support for multi-level nested systems such as IT racks, test equipment systems, or multi-part special tools, consisting of any number of assets linked together in a hierarchical fashion. This allows the entire rack or system to be moved, shipped, or serviced in a single transaction and also helps manage the component configuration in detail including all costs.
